Topical report
A technical report a developer submits to the US Nuclear Regulatory Commission on one specific subject, such as a fuel's performance or a method of safety analysis, for the NRC to review on its own, before or alongside a licence application. NRC approval of a topical report means the agency accepts that one piece of analysis so it can be referred to later. It is not approval of a design or a plant, and a headline calling it 'NRC approval' describes much less than the phrase suggests.
