Construction permit issued

The regulator has authorised construction at a named site. The strongest pre-construction stage, and distinct from design approval, which is site-independent. It does not allow fuel to be loaded or the reactor to operate; that needs a later licence. Under the US combined-licence route, one licence covers both construction and operation.
