Construction start

Physical construction of the nuclear plant has begun, usually counted from the first pour of safety-related concrete for the reactor building's foundation. Site clearing and non-nuclear buildings often start earlier and are sometimes announced as the start of construction. Distinct from holding a permit that allows it.
