Combined licence (COL)

A single US Nuclear Regulatory Commission application, under the newer Part 52 framework, that covers both a construction permit and an operating licence in one proceeding, rather than the two separate applications the older Part 50 route requires. Oklo's Aurora reactor was pursued through a combined licence application, which the NRC denied without prejudice in January 2022 for missing information. Holding a combined licence application does not mean either permission has been granted; it means both are being sought together.
