Ledger

An append-only log of every change made to the dataset, in which each entry carries a fingerprint of the entry before it, so that altering or deleting a past entry would break the chain and be detectable by a routine check. Records are never deleted to resolve a problem; instead their status is lowered and a note explains why, and the ledger preserves that history. The site's public changelog is built from this ledger.
