Denied without prejudice
A regulator's denial that leaves the applicant free to reapply once the missing information or deficiency is fixed, as opposed to a denial that closes the matter permanently. The NRC's January 2022 denial of Oklo's Aurora combined licence application was without prejudice, because the agency said Oklo had not provided information it had requested. A denial without prejudice is still a real denial and a first-class milestone in this dataset; it is not the same thing as an application merely being paused.
