Not operating, but not permanently closed: the operator or regulator lists it as temporarily or indefinitely shut down, for refurbishment, fuel supply, licensing or funding. It may restart. The IAEA Research Reactor Database calls this 'temporary shutdown' or 'extended shutdown'.
