China Huaneng Group is one of the five largest state-owned electricity generators in China, administered by the State Council's assets commission, with a nuclear power development subsidiary among its holdings. According to Tsinghua University's Institute of Nuclear and New Energy Technology, Huaneng joined Tsinghua and CNNC to build the HTR-PM demonstration plant, a pebble-bed high-temperature gas-cooled reactor whose first concrete was poured in Rongcheng, Shandong, in December 2012 according to the IAEA's 2024 catalogue.
