The Office for Nuclear Regulation (ONR) is the UK's independent regulator for the civil nuclear industry. It was created in 2011 as an agency of the Health and Safety Executive and became an independent statutory corporation on 1 April 2014 under the Energy Act 2013. Its statutory purposes cover nuclear safety, site health and safety, civil nuclear security, safeguards and the transport of radioactive materials, and it is funded by fees charged to the industry. With the Environment Agency and Natural Resources Wales it runs the Generic Design Assessment, a review of new reactor designs before any site is chosen; the Rolls-Royce SMR entered it in April 2022. A completed assessment approves a design for Great Britain; it is not a site licence.
